Policy 1A.16 Environmental Health and Safety: ATC Safety and Security
Anoka Technical College (ATC) encourages all members (students, employees, and visitors) of our college community to be fully aware of safety and security issues, campus-related departments and services and to take action to prevent and report illegal and other unsafe activities should they occur. Personal awareness, practicing personal safety, and reporting incidents of concern are vital to a safe community.
In accordance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act) of 1998, previously known as the Crime Awareness and Campus Security Act of 1990 --and the Higher Education Amendments of 1992, Anoka Technical College monitors unsafe, inappropriate and criminal activity for the campus, and off-campus sites owned, maintained, or surrounding the College. Additionally, the College annually provides the Annual Security Report which includes comprehensive policies, information, and statistics (for the preceding three years) to students, employees, and to others electronically (also available in hard copy upon request). The Annual Security Report is available to view year-round by calling Public Safety at 763-433-1130 or on campus in the following areas:

Anoka Technical College commits to reviewing Annual Security Report contents annually to ensure compliance with federal regulations and making appropriate updates to policy and procedure statements contained therein.
As required, the Annual Security Report shall include, at a minimum, the following content areas and policy statements:
Defines of geographical areas of property owned by Anoka Technical College and the surrounding areas. The College reports required statistics for Clery Act crimes that occur in the geographical areas.
II. Crime Statistics
Anoka Technical College reports the required statistics to the Department of Education through the annual web-based data collection system in addition to inclusion in its annual security report.
III. Campus Security Authorities
Anoka Technical College includes a list of campus security authorities (CSA’s), provides information to campus community regarding reporting criteria, and indicates procedures.
IV. Statistics From Local Law Enforcement Agencies
Annually, prior to the new annual security report being posted each fall, the College will contact appropriate law enforcement agencies to collect data for incidents reported on/around the aforementioned geographical areas owned or maintained by the College. If no data is provided in response to requests posed to local law enforcement agencies, the College shall keep documentation of the lack of response.
V. The Daily Crime Log
The Public Safety office maintains a daily crime log and regularly provides updates to the campus community. Updates occur in the form of emails with a link to the daily crime log posted on the Public Safety webpage.
VI. Emergency Response and Evacuation Procedures
The College maintains an emergency response plan and makes it to the campus community and general public by posting it to our Public Safety webpage. In emergencies, the College notifies students and employees of closures using STAR Alert, media, and posts prominently on the webpage. Additionally, the Public Safety office has arranged for law enforcement assistance for emergency response.
VII. Timely Warnings
Timely warning policy statements and procedures as it applies to emergency response and reported incidents under the Clery Act requirements are extensively described in our annual security report.
VIII. Annual Security Report
Anoka Technical College shall publish and distribute an annual security report by Oct. 1 to all enrolled students and all employees. Notice of the availability of the report is also available to all prospective students (online, admission events, net price calculator) and employees (job postings and upon hire). Crime Statistics – The College’s annual security report shall contain statistics reported by year, geographic location, crime category, and/or bias category for the following crimes (including hate crimes, VAWA offenses, and arrests related to drug and alcohol or possession of weapons): Murder and Non-negligent Manslaughter, manslaughter by negligence, rape, fondling, incest, statutory rape, robbery, aggravated assault, burglary, motor vehicle theft, arson, larceny-theft, simple assault, intimidation, destruction/damage/vandalism of property, domestic violence, dating violence, and stalking.
IX. Report to the Department via the Web-based Data Collection System
The College shall submit the crime statistics from the annual security report to the Department via an annual Web-based data collection. The college does not have on-campus student housing facilities, therefore, did not report fire statistics from an annual fire safety report.
The College is not required to include, in the Annual Security Report, policies or procedures for the following elements because at this time, there are no on-campus student housing facilities.
